X-Forwarded-Proto approach didn't work - Ceph dashboard SAML doesn't
read it. Re-enabling native SSL so the dashboard sees https:// URLs
directly. Updated both Istio and Envoy Gateway backends for TLS with
insecureSkipVerify for the self-signed cert.
